Design services

The Company is the leading design and consultation services provider in the PRC telecommunications industry. The Company can provide customers with design and consultation services in areas such as survey study and design, network planning, network optimization and technology consulting for communications network, computer network, radio and television broadcasting network. We can provide customers with business operation consulting services such as medium to long-term development plan, operational consulting and business operation support system design. We can also provide customers with business informatization construction consulting services such as architectural design, computer network design solutions and information technology solutions.

The Company's design institutes have excellent capability in design and consultation. In the highly competitive telecommunications design field, three of our design institutes are ranked among the top institutes in the PRC. The Company has complete communications design qualifications, with 11 Class A qualifications and the international federation of consulting engineer membership. Our engineering design projects demonstrate outstanding quality, winning a number of national, provincial and ministerial level awards. We have a wide range of customer coverage, mainly including domestic and foreign telecommunications operators, telecommunications, media and technology companies, government agencies, well-known enterprises and institutions, colleges and universities and medical institutions, etc.

• Undertake network planning and design projects for various wireless networks, from 2G, WI-FI to 3G, WIMAX, etc. and focus on R&D of future 4G network. We have accumulated extensive experience through our work in mobile network construction design over the years.
• Involve in the research of telecommunications network, including core network, IP-PBX, PHS, NGN, PSTN, and the planning, design and technical consultation in the areas of XDSL, IDC, OA software, telecommunications billing account system, and IVR system. Our key customers are major domestic telecommunications operators and international well known multinational corporations.
• Undertake survey and design projects in backbone network and international trunk lines. We have solid experience and we can provide strong technical support in building advanced networks including high speed transmission network, local network and DWDM.

Construction services

The engineering and construction business of the Company is mainly to provide services such as the construction of communications pipeline and duct, civil engineering and related auxiliary system construction, installation, adjustment, tuning and testing of communications equipment and network optimization. Through the provision of network construction services, the Company assists operators to expand network capacity and coverage and fully meet the fast-growing business needs of the operators. At the same time, the Company has integrated service capability to provide government and corporate customers on integrated routing services for intelligent buildings.

Our engineering and construction subsidiaries have outstanding capability in engineering and construction. The Company possesses a number of industry qualification certificates, including eight Class 1 qualifications, one Class A qualification and the industry qualification certificate of integration of computer information system involving national secrets. We have strong professional service capabilities and many of our construction engineering works were awarded at the national, provincial and ministerial levels, and we are fully recognized and highly appraised by our customers.

• Undertake engineering work for international and provincial fiber optic and electric cable transmission networks and provide wiring, maintenance and cutover service of various telecommunications networks.
• Provide installation engineering work for various telecommunications network, including mobile equipments, transmission (SPH, PWDM) equipments and data equipments like wire/wireless access network, DDN and packet-switching etc.

The project supervision and management business of the Company is mainly to provide technical services for the construction industry. We can provide customers with high-tech construction project supervision and management consulting services, such as communications construction project supervision and management, civil engineering works supervision and management, project management and agency service for project tendering and bidding. Our services cover all stages of construction projects, which can effectively help customers to control the quality, progress, cost and safety of the projects. Our major customers are telecommunications operators and large telecommunications equipment manufacturers.

The Company has strong technical strength, with a large number of high and intermediate professional and technical personnel and an expert team composed of professionals such as registered supervision and management engineers, registered pricing engineers, registered consulting engineers, registered Class 1 architects, registered Class 1 structural engineers and registered Class 1 construction engineers. The Company has a number of qualification certificates such as Class A Communications Construction Project Supervision and Management Qualification and Class A Project Supervision and Management Enterprise Qualification, thereby satisfying the growing customer demand for project supervision and management services.

• Provide project supervision and management service for customers, including hiring of project management staff, preliminary project planning (e.g. feasibility study, business planning, investment appraisal) and project finalization (e.g. audit of project budget and actual cost) and perform checking and acceptance test, audit for payment and settlement after the completion of projects.
• Provide series of services such as pre-construction consultancy, network plan evaluation, selection of system integration supplier and QA/QC for system platform, thereby assisting our customers to establish the most cost-efficient network platform.
