China Comservice's Subsidiary Entered into a Full-Stack AI Strategic Cooperation Agreement with Alibaba Cloud

Recently, Zhejiang Comservice, a subsidiary of China Communications Services Corporation Limited ("China Comservice", HKSE Code: 552), entered into a full-stack AI strategic cooperation agreement with Alibaba Cloud in Hangzhou, and the senior management of both companies jointly witnessed the signing ceremony. The two parties will establish a full-chain AI collaboration ecosystem, covering the cooperation in technology, computing power, scenarios, talent, markets, and overseas development. This initiative marked a key move of China Comservice to reinforce its positioning as a "New Generation Integrated Smart Service Provider" and accelerate the deployment of AI industrialization, serving as a practical demonstration of collaborating with various partners across society to implement the national "AI+" strategy and support the construction of Digital China.

During the signing ceremony, Alibaba Cloud said that it has deeply engaged in the core fields of digital infrastructure and artificial intelligence for long term, and has always been optimistic about Zhejiang's digital economy development as well as Zhejiang Comservice's comprehensive service capabilities. Over the years, the two parties have built a solid foundation for cooperation, achieved fruitful results, and established deep mutual trust. Facing the new opportunities brought by the AI industry boom, Alibaba Cloud will fully leverage its core strengths in large model technology, computing power infrastructure, and proactive security to comprehensively empower the implementation of the cooperation of both parties. Together with Zhejiang Comservice, Alibaba Cloud will jointly explore the government and enterprise AI market, drive the implementation of industry-specific scenarios, and expand global business operations, aiming to create a benchmark for AI industry cooperation that exemplifies central-local collaboration and industry-research integration.

Zhejiang Comservice expressed heartfelt gratitude to Alibaba Group for its long-standing trust and support for Zhejiang Comservice. For more than a decade, the two parties have worked side by side and continuously deepened their collaboration in areas such as AIDC construction, token operations, and technological innovation, jointly witnessed and participated in the leapfrog upgrade of China's communications and digital industry, thereby building a solid foundation for cooperation. At present, as the token economy is flourishing, the industrialization and engineering implementation of AI have entered a golden window of opportunity. Leveraging its advantages in localized full service coverage in four tiers in a province, integrated delivery capabilities, FDE engineer team, and overseas market deployment, Zhejiang Comservice will deeply align with Alibaba Cloud's computing power infrastructure, AI large models, as well as proactive security technology capabilities, and focus on key areas such as joint delivery of intelligent computing centers, coordinated expansion of the DICT market, FDE engineering practices, large-scale implementation of Alibaba Cloud products and services, and the global expansion of domestic chips and models. Through these efforts, the two parties aim to create a series of replicable and scalable benchmark projects, elevating the strategic partnership to higher quality and new heights.

According to the strategic cooperation agreement, the two parties will engage in nationwide large model token services and cloud resource joint operations in the computing power operations field, to build a market-leading advantage. In the computing power infrastructure field, both parties will collaborate on joint research and development of new computing power technologies and create computing power-electricity integrated green infrastructure through means such as green electricity trading and green certification. In the industry empowerment field, focusing on scenarios such as medical and healthcare, urban renewal, green and low-carbon, data security, and smart transportation, the two parties will deeply integrate large model technology with full-stack AI capabilities to jointly develop intelligent solutions. Leveraging its localized coverage in four tiers and integrated delivery capabilities, China Comservice will drive the deep integration of AI across a wide range of industries.

In addition, the two parties will collaborate on the construction of overseas intelligent computing centers, the global expansion of domestic models, and overseas token operations. They will also jointly apply for special research projects at various levels and co-build an industry-academia-research transformation ecosystem.

With a new starting point of the "15th Five-Year Plan", Zhejiang Comservice will take this full-stack AI strategic cooperation as an opportunity to continuously strengthen joint innovation, deepen resource synergy, and accelerate the commercialization of results.
